You're correct that those are big things worthy of the President and his administration as focus areas. However, I would point out an old saying about getting the small things right and the big things begin to align as well.

While the Navy rate/rank battle seems small, it has a bearing on at least two of the four items you mention because getting the people part right will generally lead to success in operational areas. Remember "Good to Great"? Get the right people on the bus and the right people in the right seats on the bus while getting the wrong people off the bus. This is an excellent example and I bet we see more of it.
