The headline writer is illiterate. It should be “melt down”, not “meltdown”.

Merrian-Webster, Dictionary.com, et al all provide for meltdown, meaning "a rapid or disastrous decline or collapse. 3 : a breakdown of self-control (as from fatigue or overstimulation.")
