Both of you are dead wrong. Becoming a Governor or a Senator would be going backwards in power-steps. Egos won’t allow it.

Look for him to try and become SecGen of the UN, and try to make that a Leader of the World position.

I can see him doing that, at least trying to angle his way into that position. The thing is I don’t know who would be his “advocate”. There are plenty of “needy” third world diplomats to compete with. Also I think by “tradition” its normally someone from the “unaligned” world. (Yes the outgoing Korean guy is a break from that!) Anyway the position I believe has been filled, the Korean guy just left!
