He should send it to someone that will be in both the current session and the new sessions of Congress.
I totally agree and I'm willing to bet he'll do just that. My fear is that congress won't even bother to read it. We're going to have to keep bugging them to pay attention and I don't think this issue will be a priority to them.
Sessions? As in, presently a Senator, soon to be Attorney General?
