Keeping it simple: there are 3 branches of government. Paul is in the legislative branch. Trump will be executive branch. Paul’s job is to ask questions about executive branch nominees.

That was a brilliant concept when the Founders set things up, but it effectively died the day the major parties became our only choices - essentially back in the late 1800s.
