Race is a somewhat arbitrary characteristic assigned to breeding populations. There is no reason why such populations could not develop characteristics considered undesirable by some or all of the other breeding populations.
Are there races of dogs? There are quite a few different looking and acting breeds. What are the charzeteristics of a breed vs that of a race?
Europeans have different views of race than Americans. Until very recently, Irish & English, Polish & Lithuanian, German & Italian were racial divisions. Actually, in Eastern Europe, they still are. So they would understand the comment on Moroccans as being about race in the European context.
