If the fed gov were empowered to seize your money to fund each and every single “good idea” that some congressman thinks would “help small business” or help any thing that crazy politicians can dream up, we would live in a totalitarian dictatorship and we would all be VERY VERY BROKE.

Nonsense. Art. I, Sec. 10 describes what States are prohibited from doing. The rest of the Constitution defines the authority of the three branches of the Federal government. You don’t know what in the hell you’re talking about.
