WASHINGTON (AP) -- House Republicans are laying the groundwork for a fresh effort to overhaul the food stamp program during Donald Trump's presidency, with the possibility of new work and eligibility requirements for millions of people.

The GOP majority on the House Agriculture Committee released a two-year review of the program on Wednesday that stops short of making specific policy recommendations, but hints at areas where Republicans could focus: strengthening work requirements and perhaps issuing new ones, tightening some eligibility requirements or providing new incentives to encourage food stamp recipients to buy healthier foods.

These restrictions including loss of future benefits would occur whether the EBT card is used directly or if cash is withdrawn and then used (if they could prove it through surveillance video, etc.)

How would they prove a SNAP cash withdrawal went for booze? I understand there’s an ‘underground’ sale of food stamp benefits for cash (like half the value .. you buy $100 of food stamps for $50 cash???) so those proceeds can buy the tobacco or alcohol, I guess.... there’s always ways to circumvent the law. Always.

That is a great idea-it will decrease the EBT cards in record time-especially if the food is as horrible and tasteless as what Michelle insisted the kids get in the school cafeteria-that stuff would not even appeal to a starving person...

They do set up “sting” operations, at least in my state. Video, undercover “customers” and clerks in on the deal.

There is abuse in the Food Stamp program, just like any other program. But the Food Stamp program actually does help millions of people who really do need the help and are not cheating the system. You can’t throw the baby out with the bathwater.

Most of those who complain, actually only pay a few dollars in taxes toward the program. Hate toward the poor is an age old problem, that even the Old Testament prophets lamented against not taking care of the poor.

Very few think about what Jesus said about the poor in Matthew 25:35-40

35 For I was hungry and you gave me food, I was thirsty and you gave me drink, I was a stranger and you welcomed me, 36 I was naked and you clothed me, I was sick and you visited me, I was in prison and you came to me.’ 37 Then the righteous will answer him, saying, ‘Lord, when did we see you hungry and feed you, or thirsty and give you drink? 38 And when did we see you a stranger and welcome you, or naked and clothe you? 39 And when did we see you sick or in prison and visit you?’ 40 And the King will answer them, ‘Truly, I say to you, as you did it to one of the least of these my brothers,[f] you did it to me.’

The MSMLSD folks never said anything when three years of no COLA for SS recipients during 0bama but if it happened during the Bush admin you’d hear the howling to the moon!

Yes, let those who really need the food and those who have shown they can eat responsibly can pick their own food. Those who can't (yet those whom the Democrats won't let us cut completely out of the program so WE are politically forced to take care of them) get treated in loco parentis with Big Mamma picking their food. Ideally have Trump run ads with Big Mamma promoting her diet food. Doubt she can take Nancy Reagan's advice and "just say no," to that offer. Those on the diet may eat other food... out of their own funds. The budget, their blubber, and Big Mamma's support will respond together.

This has been a priority of Paul Ryan since before he came in as speaker.

I've lost all respect for that guy, and I live in his district. I like my pan fried ribeye steak, with mushrooms and onions sautéed in red wine and butter. If you tell food stamp recipients what to eat, it won't be long before they'll come after my steak. I hope Trump tells Ryan to go to hell until he supports his trade initiatives. Bastard.

I agree in principle, but many will argue that junk food = manufacturing jobs.

NO welfare benefits for illegals or for anchor babies of illegals.

The database needs to track ADDRESSES receiving food stamps or require fingerprint ID. Too many individuals are receiving benefits under multiple identities, and many addresses are receiving tens of thousands in benefits. The cards are parlayed into cash, which in turn fuels the drug trade, not to mention purchase of homes and cars, vacations, etc.

Random stings plus other methods to catch merchant fraud.

Crack down hard on fraud first—this would put big bucks back into the budget and help fund tax cuts-—then start scaling back on benefits in general.

“Within the system” i.e. legally, you’re correct. But it’s done all the time anyway. The customers know where to go. And it is VERY lucrative for the crooked merchants who hand out the cash.
It works like this:
Customer “buys” $100 worth of groceries, swipes SNAP card, $100 is deducted from balance.
Merchant’s submits his copy of receipt to state; merchant is paid $100.
But customer only takes $50 worth of the food shown on SNAP receipt; gets the “change” in cash or in trade for alcohol or cigarettes, often at a lesser amount, say, $30 instead of $50.

Merchant later re-sells the $50 food that was re-stocked, and for which the SNAP card has already paid him the first time.
So on the original $100 SNAP purchase, the merchant makes an additional $50 or more off the books, on that one customer.
This process is repeated, compounding the merchant’s profits.
Addicts are particularly lucrative; they’ll take $50 or less in cash and no food at all for a $100 swipe.
