If the voter sign in book total doesn’t match the total in the ballot box, then they don’t recount that box
The rule is ridiculous. If they don’t recount the votes in the boxes, where the numbers don’t agree, it lets voter fraud go on without recognition or challenge.
If these votes are discarded during the recount, and not counted, it is also cause for concern. For all we know the majority of the votes in the boxes were for Trump, and someone purposely entered the wrong number to prevent Trump from getting the votes in the recount.
This rule had to be a Democrat initiative to cover their backsides, in case of discovery.
