I would think she’d get less votes, if the ballot stuffing was done in a district she had won.
If the ballots cast don't match the ballots available to be counted, the district cannot be recounted. The original vote stands. That means that the number counted (potentially fraudulent) would be certified. If she picked up votes in other districts, she would get the benefit of the recount in the honest districts plus the benefit of the original count in the fraudulent district.
