Why in the hell should a methane digester cost $1.5MM? They come in all sizes from 55 gallon and up, and are dirt simple devices. Any self-respecting farmer can probably build his own. There are designs all over the Inet.
Agree that the CA big city folk think that way but Brown and our radical Left legislature are active agents of Agenda 21. This is just one more incremental step toward their Utopian dream of eliminating animal products including meat from our menus. What better way to do that than using the government's regulative fist to increase production and consumer costs unrealistically?

Every state I have ever heard of has processes by which a self-built/self-installed system can meet such certifications. Methane digesters are SIMPLE technology...not rocket science. Any certification should be relatively simple, even in California.
Still not buying the $1.5MM number.
