In proposing commutation, the ACLU (and supporting civil rights groups) are basically saying deliberately stealing and leaking over 700,000 classified documents is so minor an offense (if you are a transgender) that the punishment should be limited to time served. (Of course, they also believe it should have been praised for its patriotism in leaking the documents in the first place and not tried and convicted.)
