I don’t know about that. Here in Missouri a Federal judge decided the best way to desegregate the St. Louis school system was to send inner city kids to all of the suburbs. This involved bussing, of course and believe it or not, large numbers of taxicabs. (How can a bussed student enjoy after-school activities at his new school? He’ll have to ride a cab home). State was ordered to pay all of the expenses of this off of the top of the education budget. That is, this extravaganza had to be paid for before the rest of the state’s schools. I believe he also ordered tax increases in the St. Louis area because voters failed to vote for increases. It’s good to be king.
