Of course he was. He was leading a nation-island at the end of the earth that must trade to survive. Penguins don't contribute to the economy. He had nothing to lose and everything to gain.

Yes, he was. So was Australia’s conservative government.

TPP might well be a bad idea from an American perspective without it being a bad idea from the perspective of other countries - when you’re a relatively small nation, there’s much more incentive to want as few barriers to trade with other countries, than there are for the world’s most powerful economy.

The US is certainly within its rights to act in its own best interests and so rejecting the TPP may be a good thing from your perspective. But other nations aren’t in the same situation.
