I jettisoned any “Liberal friends” I had long ago. Associating with a Liberal is akin to associating with a pedophile, a rapist, a thief, an adulterer or any other social malignancy. I wouldn’t hire one, either. And if found to be a Liberal after employ, they’d be fired on the spot.

The concept discussed here is generally referred to as “Sovereign Immunity.” It goes back to times where sovereigns (Kings) ruled most lands. In our federal system, there is also the issue of “can the Judiciary force the Executive to do something?” Of course it can, to some extents, with it’s roots in Marbury v. Madison.... until the Executive tells SCOTUS to “send its army to enforce its decision.” (It’s an old law school teaching point.)
In the issue you bring, the Federal Tort Claims Act might allow a family to recover from the USG, but only actual damages are allowed, not punitive, and the P would have to establish that a liability would exist against the federal employee (and/or their non-federal employer,) if he or she were not a federal employee.
