No, he was not!
Not familiar with Mr. Zappa’s tributes to conservatism, and I have a significant chunk of his recorded work.
He certainly supported Vaclav Havel in the Czech revolution, which was anti-communist, but other than that you’d be hard pressed to find a kind word from Frank for the Right in general or Republican governance in specific over his long and storied career.
I think FZ did have an appreciation for technical correctness, especially in the performances of the music he wrote.
