If his Navy had ended with more than the 316 ships he started with, instead of the 281 he let it degenerate to, you could say that.
If he had abolished DACOWITS and permanently barred women from support roles in the near-combat and combat support environments, you could say that.
If he had not made the catastrophic decision to re-enact a Vietnam war in South Asia, you could say that.
Other than serving Thanksgiving turkey in Afghanistan and Baghdad (and do they celebrate Thanksgiving there now?), he was a net negative for our Armed Forces, and if you think he would have put Mad Dog Mattis in charge, you don't know him at all.
