Simple. Charge DeBlasio with felony aiding, abetting and harboring illegal aliens. Issue an arrest warrant THEN ARREST HIM AND ANYONE ELSE WHO ATTEMPTS TO THWART HIS ARREST.
You only need to arrest ONE Mayor to cause the others to obey Federal Law.
