Congress can REPEAL laws, with the President’s signature.

Not sure they can AMEND laws once signed, and I’m fairly sure they can’t WAIVE laws either.

As I said, if the waiver provision is written into the law, that’s cool. If it isn’t, this is going to be in the courts for years.

George Marshall got a waiver, but that was in 1950. There was no opposition in Congress, in 1950, to things that were good for America.

I hate to break it to you, but that is no longer the case.
