Cabinet heads exist SOLELY to carry out a President’s orders. Period. They’re like VPs in a corporation who exist solely to implement the CEO’s policy and philosophy. Their jobs are NOT to set policy and philosophy, but to IMPLEMENT policy and philosophy. They all know that when they’re appointed.
