They would have to get so many states not to cast their EVs that it would put Trump at less than Hillary. Just putting him below 270 won’t stop him, since the number required also goes down due to the smaller total of EVs cast. Simple majority of EVs cast is all the Constitution requires.
Please stop with “delay” nonsense. If WI doesn’t certify (state leg would certify anyway) . . Trump wins with majority of remaining votes.
If WI and MI are delayed... Trump wins with a majority of EC votes.
If WI, MI, and PA are delayed . . . Trump wins.
There is no scenario in which Trump doesn’t win.
