Maybe purged voter rolls and citizenship/ID can be required for any participation of any Federal election by Federal law?

Constitutionally there is not a leg to stand on.

The only power the Federal government has over elections (Constitutionally) is the power to decide the day the election is held on.

Anything else is a usurpation of State power.

Federal courts don’t have any problem preventing states from requiring voter ID.
