A fourth branch of government was created by Article V of the Constitution, superior to the other three. It consists of 7,382 voting members, distributed in the 50 States. In order to act, this fourth branch, which I call the Federal Assembly, must organize itself into a two-thirds supermajority of the States in order to make a proposal. If a recall will work, so will the vote at the end of their term.
What we need most is a way to prevent the protection of the bad legislators by leftist media.
This is best done by more media sources to more people. That is happening. Maybe we can facilitate it somehow through legislation that protects freedom of speech instead of concentrating power in leftist “progressive” media.
The author doesn’t distinguish very well between the plenary power of a constitutional convention and an Article V convention.
Our revolution in 1776 and the 1787 constitutional convention were both extra-legal and extra-constitutional. Their source of authority and only limitation was Natural Law.
OTOH, an Article V convention of the states is obviously legal and constitutional. It’s authority is limited to proposing amendments to an existing Constitution.
Big difference.
Could an Article V convention impeach a president? The possibility is very remote, but if it did, it would wander into the realm of a constitutional convention.
IMO, the biggest benefit of a balanced budget or term limits convention is to quell fears, to demonstrate that a convention of the states didn’t “runaway.”
There is a need to force the feral gubmint to be realistic about spending. Baseline budgeting must end. I am praying for a convention of states.
Note to self: The better term is general convention rather than constitutional convention.
