Since the law requires the count to be completed by a date certain, the estimate and pre-payment should include whatever manpower and other resources necessary to accomplish that mandate. It might require anywhere from 25 to 100 million dollars to accomplish the task in the given time period but if that is what she wants, she will have to pay it in advance. If she can't pay for what she wants, she doesn't get it. Simple as that. Delaying beyond the legal cutoff date is not an option.

Well if she wins her suit then Team Trump and the WI GOP better get off their duffs and get their attorneys filing their own lawsuits to have the recount stopped.
They could readily sue to have the recount stopped due to the WEC changing the rules post election with Steins recount petition and that violates both WI and Federal Law (violation of the Safe Harbor law - which prohibits states from changing election laws/rules post election)! Link

Since this is a Federal issue, they found sue to have the recount stopped in both WI and Federal Court! They need to do something more than whine and cry about the recount!
