Right. And to be fair, I believe most (or all) of the attacks in the U.S. carried out by Islamic terrorists in recent years involved perpetrators who came here during the Bush administration or were granted citizenship in that time period. At a minimum, these would include the following:

- the Boston Marathon bombing
- the Chattanooga military recruiting center shootings
- the San Bernardino shooting spree
- the Orlando nightclub shooting spree
- the September 2016 bombings in New York and New Jersey

W set the tone after 9/11, just as FDR set the tone after Pearl Harbor. The difference, of course, is that FDR knew we were in an all-out war, and he said as much.

On the other hand W treated 9/11 as if it were some sort of odd rogue attack that could be easily dealt with.
