Perhaps Blue-State Connecticut would do better by addressing its huge debt and unfunded government pension problems than trying to dream up hugely expensive public works projects.

I84 was a mistake from the beginning. This is not going to help either. I84 should have been built with a better plan.
The best thing the state could do is bulldoze Hartford and leave it fallow.

In Hartford proper, the I-84/I-91 tangle is a nightmare and you need to be paying attention at all times what lane you are in, or you will be shunted off the highway with no easy way back on.
The Big Dig in Boston didn't really improve things. The big difference is that when you are stuck in traffic, there is no benefit of scenery as you are surrounded by tunnel walls. Don't go there if you are claustrophobic.
The one thing I agree with in the article was that it was a mistake to route the Interstate Highway System through major cities. A better solution would have been to have rings around the outside of the cities with large thoroughfares giving local access to the downtown area like spokes on a wheel. This is widely done outside the U.S.
Even after resolving all the tunneling geological and construction issues, it will still be Hartford Connecticut and therefore not worth the effort

If the GOP wants to remain (or become) competitive in suburban areas, they will need to figure out ways to address traffic congestion. In some areas, it’s the Number One issue, and whoever can credibly address it will gain lots and lots of support.
