I was not born an USA.
I speak with a foreign accent.
Yet, I registered to vote in Illinois, and then in Washington state.
No one asked me to prove I am a US citizen.
(I am a naturalized US citizen)
No one asked me to show my naturalization certificate.
No one asked me to show my US Passport.
I have voted in every US presidential election since 1972.
No one asked me to show even a photo ID (which does NOT prove citizenship, since green card holders can get drivers license in all 50 states).
In WA state, 100% voting is by mail. Photo ID is irrelevant in WA state.

So, what stops a non-citizen to register to vote in many states, and keep voting? Nothing!
