There is no way to hack these machines as they are not connected to the Internet.
I would simply ask if there was an Ethernet or WiFi interface on the voting machines. If there is, then that data could easily be hacked. Hell, even an available USB port could be compromised.

The only way to create fraud is an inside job of hardware or software tampering with vote totals by the elections staff or creating an external device that can allow fraudsters to take over control of the vote machine to alter, add or subtract votes .
