Recount isn’t about Clinton winning the vote in WI, PA, MI, that’s not going to happen. It’s about delaying the vote certification in those states until it’s too late for the Electors in those states to cast Electoral ballots.

That's my take as well. The Electors must act by Dec. 19.

Is Dec 19 in the Constitution? The onus should be on the petitioner to get the recount completed asap. If they don’t, then the original vote should stand. They shouldn’t be allowed to drag this out to where the vote for an entire state is cast aside. This is what they’re doing now by waiting to the very last minute to file petitions. Let the lawsuits fly.
