Guantanamo was there before Fidel, and became a point of power, along with the now extinct airbase on Puerto Rico, during The Cold War.

The bases in California do provide support for Pacific operations, on land and sea and air, but are more strategic for the CONUS, than for the non-Cold War scenarios.
