According to the article, they do that. But they never paint the actual main cables on each side. Never since it was built, they just spot paint bad spots on them. That's what they are saying is needed badly.

Bird crap in the rigging is a contributing corrosion promoter—various acids in the guano. Engine exhaust components dissolved into moisture clinging to the structure is another. Salt carried upon the wind is a given.
Original primer Red Lead—wonder if they are continue using zinc silicate (1965)? Steel must be free of rust, perhaps spot treated with phosphoric acid, and primed without contaminants coating the surface. Primer must be clean before applying a top color coat. Paint on steel is mainly there to protect the primer, and then to make the structure visually appealing.
Now that President-Elect Trump has announced his plan to rebuild American infrastructure (rather than give it away to Takers and Illegal Invaders), San Francisco has its hands out.

I remember when I was a kid and I first saw it, I was disappointed that it was not painted gold.
I shipped out of Seattle (Ft. Lewis) for Japan in July 1958 on the USS Mitchell. When I came back in July 1961 it was on the Mann, through the Golden Gate.
My first trip to San Francisco in 1956 I spent about 6 months there as a 17 year old kid. At that time there were $1.09 Steak houses on Market street. New York cut charcoal cooked with a baked potato, salad and sourdough roll. I think that was the same year Ray Kroc went public with his cheap hamburger, later dubbed McDonalds.
In 1964 I was in the navy and military discounts flights from LA to San Francisco was $20.00.
In addition to the Mann, we sailed on the Edwin Patrick, the M.M. Patrick, the G. M. Randall and the Wm O. Darby. I think we went on the Randall twice; five ships for six trips...

They do. They're called taxpayers and people who are slaves to paying the $7 toll. I crossed my last time a few weeks ago and the bridge looked fine as I was just driving across.
The city is run by Demorats. Why would anyone expect the politicians to be be fiscally responsible?
Just drove over it yesterday! It looked fine - amazing really, just gorgeous - and I noticed no potholes or overt rust.
It is a thing of beauty in an incredibly beautiful area. Great place to visit, San Francisco is a very unique place. I do not know how average people afford it though and I live in the Boston area so no stranger to expensive rents and housing prices. SF is in a league of its own in that regard.
What I would suggest is a visit to Alcatraz as soon as you can if possible since I noticed (and this was a few years ago our first visit here) that it is rusting and almost verging on unsafe. Makes a ton of money though!

Yes, there are no potholes on the bridge. I go over it a couple of times a month. And no visible rust either.
The average people do have a tough time living there, even the techies have difficulty renting a place. I had a place in SF, and the rent has gone up 5.5x in 10 years.

LOL. There are no noticeable potholes on the bridge.
