Where are you going to put it? Mexico won’t allow it on their side and those who own land that borders the river on the US side won’t allow it. I have friends and family that own dang near 20 miles of that border, your not going to shut off their river access.

Buy them out via eminent domain and be done with it. It’s important for the safety and security of the nation. Sorry, but they need to see past the end of their nose and look at the larger picture.

The needs of the many out weigh the needs of the few. The WALL will be built. We aren’t going to lose our country because some cow hick can’t drill a well like every other cattle rancher in Texas not near the border. Screw that.

Water for livestock? These things are all over Texas.

Dates back THOUSANDS OF YEARS, you might want to let your friends and family know of the top-secret device.

Mid-river fencing, on the actual border. All the way to the bottom. Water and fish will be unrestricted. People and packs, not so much. The goal is to make it so difficult that it is not worthwhile to try.

Use transfer pumps for water for ranch use, there is no need for rio grande access. Unless you want to keep the invaders swarming over the border or they are using the invaders for ranch hands.

Ever hear of imminent domain? Seems to me national security is more important than a highway!

That's what eminent domain is for.
