Western Union will be the source of revenue for the wall. Funds transferred out of the country shall have a fee imposed of 50%.
People caught carrying cash south of the US shall forfeit 75%.

It's simple, pass a law ( if one is even needed) that requires Western Union and he other wire transfer companies to ask for citizenship identification (i.e. US passport, Green Card, I-9, etc.but not a SS Card as they are too easily duplicated) from the sender. Absent that ID, the sender's remittance is refused or a 50% surcharge is levied which is sent to the IRS. The IRS would be required to show the aggregate of that money separately and report it monthly to the citizens.
