The article doesn’t say, but I’d have to assume that this article is speaking about the 2015 returns of the Foundation.

I’d be really interested to see the monthly cash-flow for 2016, but I don’t think that will be available for another year. I’d have thought that donations would have skyrocketed while Hil was running and the leading candidate. Now, of course, I’d expect a dramatic falloff. I think that might be why they’ve started talking up Chelsea’s political career.

One other thing—with the Clintons, you can never tell exactly what the whole story is. The Clinton Foundation was tightly tied with a Canadian Foundation involved with mining magnate Giustra. We know very little about the Canadian side of the finances. After all, if you’re a Clinton accepting a bribe, you can answer the question “where should I send the check” in a lot of different ways.

Good point about the sudden talking-up of daughter’s political career.

“OK, so maybe I’m all washed up, but Chelsea here can take care of you when I get her installed in the Senate — I mean elected to the Senate. Your millions in donations won’t go to waste. Trust me on this. Can you please put away the bags of cement now?”

“in the wake of Hillary’s defeat” sets the time clearly in my opinion..... post November 9th, 2016. References to previous years is just filler for the presstitutes article.
