The article seems silly. Does the Chief Executive (Trump) have control over what the Executive Branch does? Yes. Yes he does.
Could Congress pass binding laws that might limit the Chief Executive? Well ... it could. But it’s not going to act on Arctic drilling any time soon. So ... meh.
