Law was passed in the '90s at Gingrich's urging. In recent years the Republican Congress has tried using it against Obama's regulations -- but it has always been vetoed by Obama.
Soon we'll have a president who won't veto the regulatory roll-back. He should add a little smiley-face after his signature ... just to stick it to the bureaucrats.

Little-noticed law - the US Constitution - gives only Congress the constitutional power to write laws. Trump can write an EO that no federal bureaucrat can write law. Period. End of discussion.
