You know, the Australians did try send them to New Guinea and Indonesia and the refugees refused to go. Philippines would be the same thing really. No takers I think.
They aren’t “political” refugees at all.
Now, in 1940-41 President Quezon opened the Philippines to Jews, and about 1500 or so Jewish refugees made it there before the Japs invaded. Talk about jumping from the frying pan into the fire. Anyway, those really were political refugees.

Exactly.
That is the way I read his offer also. He is able to make some magnanimous comment, knowing that no one will take him up on it. There is not the social welfare, nor job opportunities, to make the Philippines an attractive destination for people leaving their own countries. Duterte scores some cheap Social Justice Warrior points, without any cost.
