It would appear that number 11 on Alinsky’s tasks was not only absent, but to the extent it was, it was ineffective.
Think healthcare, or more precisely, Obamacare and Classified information.
The democrats do not have a solution to their quagmire, on either count.

Trump's going to emerge from his ivory tower on inauguration day with complete, detailed plans to completely revamp and modernize the Federal government, along with proposed bills (complete with the CBO scoring) ready for Congress to act on. He'll have his list of Executive Orders he will cancel, and a set of new ones to sign and file. He'll come in like a tornado, turn the whole government into a finely tuned machine... and honest again too.
The establishment folks won't know what hit them.
