The writer is suggesting the violent overthrow of a duly elected President.

He does say to "assail lawmakers."
It's possible he means this in a figurative sense. But more likely he's slyly suggesting a literal assault, while being ambiguous enough that he won't trigger a Secret Service visit.
Even if meant figuratively, it reminds me of the revoltingly smug phrase liberals to use to describe their self-congratulatory do-gooderism, "afflicting the comfortable and comforting the afflicted."
