You would think. But they will say that he is ok when he is on his medication, give him a packet of pills and send him out again.

There are people who are mentally ill and, as long as they take their meds, they are functional. But the medicines either have side effects that make taking them unpleasant or they think they are cured and stop or they actually like being crazy.

In all cases the law says there is nothing we can do to force them to take their medication.

It is, pardon the term, totally insane.
