I do believe that after years of exemplary service they both have been upgraded from puppets to minions allowing them a small degree of independent action. Not much, but just enough to give them delusions of grandeur.

I just love watching Maniac McCain and his sidekick Graham take themselves seriously. Roll on the floor kind of funny it is.
