The defiant officials must be threatened themselves, preferably with jail time and heavy fines. That's when they'll knuckle under.

Withholding all federal funds from a state will have a huge effect. Do you think Springfield will come down on Rahm if they lose all highway and medicaid funding?
Legislation should be passed that permits victims of crime by illegals to sue personally, those officials who refused to cooperate with federal requests to detain or to produce any illegal. The burden of proof should be extremely low, having only to demonstrate that the official’s policy likely lead to the injury of the petitioner.

Might I interject that tax funds (of all sorts) are sent to the State and then on to the Fed-Gov.
Once these entities are satisfied, they return “appropriate” funds back to the State and then to the locality.
To wit; if the local grocery store taxes you on your purchases, that “tax” is sent to the State, which in turn, sends it to WashDC and then the political-elites return it to the locality... ^according to the current percentage^ assigned to your area.
What that means is that taxes are re-distributed by the Fed-Gov according to the system-needs required.
We need to understand that parts of our taxes in, say Texas, go to California because they have extended needs.
Taxes collected locally are not returned due to other considerations for funding.
