House GOP Weighs Proposal to Bring Back Earmarks

One week after Donald Trump won the presidency on a promise to “drain the swamp” in Washington, House Republicans will vote on a proposal to bring back earmarks.

The vote will take place Wednesday when House Republicans meet to adopt their rules for the next Congress. The House earmark ban dates to 2010 when the GOP won control of the chamber.

Now, a trio of Republican lawmakers wants to return to the practice of earmarking, which became synonymous with government waste and pork-barrel spending during the GOP-controlled Congress of the early 2000s.

Reps. John Culberson of Texas, Mike Rogers of Alabama, and Tom Rooney of Florida are listed as sponsors of the amendment, a copy of which was obtained by The Daily Signal.

The GOPE is not anything if predictable. They won because of Trump and people held their noses and voted for these turds even though they have done nothing to warrant any support from the base.

They are the most out of touch bunch of buffoons I have ever witnessed aside from the American Drive-by media.

Tom Rooney: NAY (was YEA)
The Floridian says he will not vote for Trump in the wake of a video in which Trump boasted about sexually assaulting women. Rooney will also not vote for Clinton. (October 8, 2016)

Rooney was one of the earliest members of Congress to back Trump. “I’m a Republican and he’s our nominee. All these people who are saying they’re not going to support who the Republican primary electorate has chosen need to re-evaluate why they’re part of this team. The people have spoken and you have to respect that.” (May 4, 2016)

It’s normally a “pay to play” scheme. You make a campaign contribution, and the congress critter makes sure your project gets funded. In other words, a specific project is “earmarked” for funding in the budget.

Works for small projects in the 10s of thousands of dollars up to the big, multi-billion expenditures.

It leads to all sorts of federal spending on things that otherwise would never get funded. It is highly corrupt.

They are a directive from politicians on exactly how, where and with whom to spend money. They enabled Pork Barrel politics.

Prior to their ban in 2010, lawmakers used earmarks to direct government agencies how to spend money. The practice led to some noteworthy abuses such as the infamous “Bridge to Nowhere” in Alaska. Earmarks even played a role in former GOP Rep. Duke Cunningham’s bribery case. Cunningham, who spent time in prison, used earmarks in exchange for lobbyists’ gifts.

Is the snarkiness really necessary? She's just asking a question. If you don't feel like answering then don't.

This isn’t the first time Republicans have tried to resuscitate earmarks. In 2014, a similar earmark amendment was defeated by the GOP conference.

Earlier this month, Jason Grumet, founder and president of the Bipartisan Policy Center, urged Congress to bring back earmarks. He wrote in a Washington Post op-ed that lawmakers need the incentive of earmarks to take tough votes.

“Our representatives must simultaneously govern in the national interest while appealing to local constituents,” Grumet wrote. “Having eliminated the opportunities to build goodwill by doing something popular back home, we should not be surprised by a diminished willingness to take tough votes and expend political capital for the good of the nation.”

The senior House aide predicted Wednesday’s vote would be close given the secret ballot and the desire of some members to return to the practice of earmarking.

Tagging-on a special interest expenditure in an otherwise non-germaine bill. E.g. spending $150,000 to fund a Cowboy Poetry event in Elko, Nevada; $2 million for a freeway off ramp construction that favors a constituent’s/donor’s business.

The good thing is a lot of contracts will be let in the Red states, while the other areas crumble.

We don't want that. We want Trump to prove that he will do something for all Americans, including those in blue states. We want to start peeling away some of that minority Dem vote. And we won't if their roads and bridges turn to crap.

She also discussed the $1 trillion omnibus spending bill that Congress just passed, which included funding sanctuary cities. Mike Rogers is a Statist. Dragnet surveillance is just the new normal we have to live with, having everybody in every data base keeps us safe, big government is your protector, the bigger the better. Dunno if he is a NeverTrumper.

One would wonder JR! It's beginning to come into focus that the GOPE/RINO Wing of the Repubican Party is still intent upon trying to bring down President Trump. Trump needs to make sure that he outs any spending that's put into the hopper by this mechanism. And people need to understand who the “GOPe Bad Guys" are from the getgo so in two years they can be “forcibly retired!”
