Isn't HHS over Obamacare and if Obamacare is going away why would we need a HHS head?

HHS is far more than just Obamacare. My first job when I moved to the area was a job at NIH (National Institutes of Health). It was a very large organization then doing basic research on heart disease, cancer, alcohol and drug addiction, and other diseases that, after all, only Democrats ever get??? And NIH is only one of a number of branches of HHS.
