Those penalties are already dead unless a new Law is passed giving The IRS the power to collect these penalties or prosecute those who don’t pay. However if someone is owed a refund then the irs can deduct the penalties so it’s best for anyone wanting to get a non ObamaCare health insurance plan to make sure their withholdings and estimated payments are less than what is owed.
