Sounds like the making of a pretty damned good DO NOT HIRE LIST!
It could if the names were actually of real people who signed it themselves.
What I fear has happened is that someone was just grabbing names out of a phone book and filling in blanks.
How do I know MY name isn’t on there?
Nothing is stopping someone who is unscrupulous from adding names of whoever they feel like, or maybe don’t like even, just to cause trouble for them.
I wouldn’t put ANYTHING past these people.
