Obama is not going to pardon her because if he did, then she would not be able to refuse to answer any questions in regard to any of the crimes she was pardoned for. In other words she could be forced to testify against Obama and his minions.

Right. A thorough investigation and trial could implicate Obama or at least require him to testify. If he pardons Hillary he'll need to pardon Bill and a number of their henchmen.
