For the ‘in your face’ move, how about an Executive Order that the IRS shall not enforce the “tax/penalty” on not being insured.
I frankly don’t care if that wouldn’t be a legal EO, in this particular case.
No need for an illegal EO. Just issue a plenary waiver.
