I work for the largest bank. I think you missed a important note. Each bank must track fraud. They know where every penny goes. You can not open an account with out the correct address, where withdraws come out and such.
If the banks must charge a federal fee it will occur and it will be tracked. Nice try.
The global banking is very strict in its rules and regulations and they might actually get strong in Trump's Presidency.

Yep, I work with a guy (American) who simply wants to get some money to his mother in Mexico to pay for a caretaker. It is a bitch now to do just that for him, and we haven’t even begun to start a crackdown.

If Trump wants to stop, or regulate, or tax the flow of money down there...he will have NO PROBLEM doing so.
