You also can leave the scene of an accident and drive to the nearest police station and not get charged for hit and run.

That happened in Detroit. The mob was stopped by a nurse with a pistol. The man barely survived, and has life long severe brain damage and injuries. The kid stepping off the curb was a ruse to get someone to stop.
